【摘要】 一些学者和官员提出,当前解决中国三农问题的最终出路在于施行土地私有化。针对这一观点,本文从农业规模经营在中国的可行性、市场制度要素的缺失、土地对中国农民的基本社会保障功能三个方面论证了土地私有化在中国并非一个切实可行的方案。进而借鉴其他发展中国家土地私有化政策的失败之处,指出小农经济是中国农业立足现实的唯一选择。只有在小农地权的基础之上,一方面通过市场进行各种劳动要素的组合,另一方面借助于行政力量的适度进退,才能真正实现中国农业的腾飞。更多还原

【Abstract】 Today some scholars and officials argue that the ultimate solution to China’s agriculture issues is privatization of farmland. The essay stress that there exist a lot of negative elements to the solution, such as the viability of agricultural mass production in China, the absence of transparent market mechanism elements, the farmland’s basic social ensuring function to China’s farmers, so the privatization of farmland is not a realistic solution in current China. Referring the failures of many developing countries’ farmland policies, small-scale peasant economy is the only realistic choice to China’s agriculture. On this basis ,if all kinds of production elements combined through market ,administering power and market balanced well , the soaring of China’s agriculture is possible.更多还原
