【Abstract】 The term "scientific and technical payoffs" is used frequently and often appears in many policy documents or statutes. However,lack of distinct and unanimous understanding of the term brings about a lot of problems."Scientific and technical payoffs" is a term with Chinese characteristic, and it evolves from the term "science". The connotation of the term is different in different period of time such as period of planned economy,initial stage and matured stage of market economy as well as period after China joined in WTO.In order to define it in the new times, the term is separated into two terms, that is, "scientific payoffs" and "technical payoffs"."Soft scientific payoffs" is excluded from the scope of "scientific and technical payoffs".更多还原
