【摘要】 防护林体系建设作为六大林业重点工程之一,是国土安全的重要保障。当前我国防护林体系建设存在的突出问题是资金投入不足、建设质量不高。为此,建立以政府为主导的投融资机制和市场化运作的建设模式,是防护林体系建设的有效途径;引入绩效评估理论,树立“结果为本”的管理理念,引入报帐制等结果控制手段,改革现有的资金拨付体制,是提高防护林建设质量的关键。更多还原

【Abstract】 The Development of the shelterbelt forest system, which is one of the six key forestry programs, is theimportant guarantee of the ecological safety of the national land . At present , the two prominent problems of develop-ment of the shelterbelt forest system in china are: insufficient investment and poor quality . Therefore, setting up theinvesting and financing mechanism led by the government and the development model with market orientation, is anefficient approach for the development of the shelterbelt forest system . Introducing performance evaluation theory ,building up the management idea of“consequences serving as principle”,introducing such result control measures asreimbursement system and innovating present funding appropriation system are the keys to improve the quality of theshelterbelt forest development .更多还原
