【摘要】 主要通过对河西内陆区生命支持系统的水资源战略重要性 ,区域社会经济的发展与问题的分析 ,依据现有基础条件 ,提出了建设甘肃河西内陆区水资源战略安全体系的构想 :建立三条战略安全防线 ,形成四套节水技术体系 ,实施技术集成的示范基地建设 ,为实现新世纪水 -经济 -生态系统可持续发展提供坚实基础

【Abstract】 The present paper aims at introducing the authors’ daring strategic scheme on building up a secure water resource supplying system in Hexi Corridor Region, Gansu, based on the present basic conditions. The scheme has been formulated and put forward mainly based on the three starting points: to set up three strategic safeguard lines; establishing four sets of water-saving technical systems, and promote the construction of technical data and information assembly demonstration bases. The above three points are oriented to provide for a strong foundation to ensure the consequently overall sustainable development of water-resource construction, economic development and eco-environmental system perfection in the new century. As is known, it is urgent to build up a strategically secure water resource development system in Hexi corridor inland area. It is also the unique way-out for the province to realize its sustainable development of water resources. The scheme is also a real must for the province to work out a systematic program to make continuous efforts for a better survival for future generations. The paper has also given a detailed discussion on how to prevent water resources degeneration and exhaustion in the river basin areas, especially, in the lower reach areas so as to protect the quality and quantity of water resources and integration of a balanced ecosystem on the whole.
