【Abstract】 As soon as the concept of information. quality is put forward, there arises apparent differency about the definition of its concept in man’s opinion. In American where this concept was early put forward, starting from the functional angle, the academic circles have held that the information quality mainly is a kind of function for obtaining and making use of information and such function is constantly raised with the development of information technology. Such understanding will surely turn to one-sided place.
