“建立乡镇卫生院卫生技术人员在职培训制度”的主要问题及政策建议研究概述
A summary of problems existing in and suggestions of establishing ont-he-job training system for health staff in THCs
【摘要】 介绍“建立乡镇卫生院卫生技术人员在职培训制度的主要问题及政策建议”课题的研究背景、目的、内容、方法。根据调查结果描述了目前乡镇卫生院卫技人员在职培训的主要模式及存在问题。通过归纳各利益相关者的观点和建议 ,提出建立健全乡镇卫生院卫技人员在职培训的政策建议。结果表明 ,影响乡镇卫技人员在职培训的主要问题有 :卫生院发展不稳定 ,缺乏明确的政策依据和具体要求 ,卫技人员队伍素质差 ,管理操作不规范 ,缺乏保障与激励措施等。各方人员普遍认为 ,建立健全乡镇卫技人员在职培训制度可促进卫技人员素质的改善 ,有利于提高卫技人员的服务水平 ,对充分发挥乡镇卫生院的功能 ,推动乡镇卫生院建设具有重要意义。
【Abstract】 This article is an introduction to background, purpose, content and method of the research in establishing on-the-job training system for health staff in THCs. Based on the results of the investigation, major patterns and existing problems of today’s on-the-job training system for health staff in THCs are described. By summing up views and suggestions of beneficiaries, we made a proposal on relative policies. The results of the research indicate that on-the-job training system is affected by the following factors such as the instability in THC development, lack of clear policy basis and concrete requests, low professional quality of health staff, irregularity to management and operation, and lack of ensuring and incentive measures. It is generally agreed that the establishment and promotion of on-the-job training system in THCs can improve professional qualities of health staff and service level in THCs. It is sigificant to give full play to the function of THCs and promote construction of them.
