【摘要】 本文将中国政府“八七扶贫攻坚计划”中所列的 592个国定贫困县中的 4 86个 1 999　　年财政赤字县作为研究样本 ,选取县乡财政的“财政支援农业生产建设支出”、“农林水气　　事业费”、“社会保障补助支出”、“行政管理费”和“教育事业费”五类支出作为系统分析指　　标 ,通过计算指标熵值 ,利用“熵值增加效应”规律 ,判定在财政赤字状态下各类农村公共　　物品供给规模不确定性的强弱。从公共产品分品种、分区域和分财政赤字程度三种不同　　的视角 ,深入分析五类农村公共产品承担基层财政赤字风险的程度 ,根据模型计算结果 ,　　提出了贫困地区县乡财政赤字条件下农村公共支出结构调整的政策性建议更多还原

【Abstract】 The author choose five categories--expenditure for supporting agricultural production, expenditure for agricultural operating expenses, expenditure on subsides to social security programs, expenditure for government administration and expenditure for operating expenses of education--as rural public goods,and synthetically regards the fiscal condition of 486 National Poverty Counties of China as an integrate system. The author use entropy value which first used in thermodynamic to analysis the deficit risk each public expense undertakes.更多还原
