【Abstract】 Since entering the new century, Japan implemented "building the country by intellectual property rights" as the overall strategy and specific action plans to improve international competitiveness of its industries and to reshape economic development. This article introduces and analyzes the system innovation of intellectual property rights in Japan and reform direction of all parts.
