【摘要】 在重构相似评价环境的基础上,采用《有线》杂志的国际技术创新中心评价指标对上海进行了评估。结果表明,上海与国外城市之间在技术创新方面的差距主要不在技术研究人员与技术创造能力方面,而在于技术的市场实现环境,即技术的转化方面。因此,上海要创建国际技术创新中心城市,技术本身的发展固然重要,但促使新技术转化为现实生产力的制度环境更为重要。从市场实现的客观需要出发,不仅要对科研人员进行产权激励,更重要的是要培育激励企业家进行技术创新的环境。更多还原

【Abstract】 Based on rebuilding similar evaluation environment, the authors evaluate Shanghai city adopting the indexes used by Wired magazine for evaluating global technological innovation hubs. The results show that the main difference between Shanghai and foreign cities is not the technicians and their creativity, but the environment of technological market, namely the ability of technology transferring into productivity. Therefore, in order to build Shanghai into a global technological innovation hub, it is important to not only develop technology itself, but also establish the environment for realizing new technology. To meet the external needs of realizing technology, it is urgent to inspire scientists with property right and cultivate technological innovation environment for entrepreneurs.更多还原
