【摘要】 阐述了WTO规则和中美农业合作协议对我国玉米生产、出口的不利因素和有利方面等双重影响,同时分析了吉林省粮食主产区环境特征、资源优势,论证了大力发展玉米生产仍将是松辽平原广大农村的主导产业和解决“三农”问题的有效途径。由此提出充分利用WTO框架下的“绿箱”政策,调整对玉米产业发展的支持和保护对策。更多还原

【Abstract】 This paper expounds the WTO regulation and the unfavorable and favorable influences that Sino -America Agriculture Cooperative Agreement brings to corn production and corn exportation of China. At the same time, it analyzes the environment characteristics, resources advantages of the major grain production areas in Jiling Province and proves that vigorously developing corn production is still a leading industry in the vast rural areas of the Songliao Plain and an effective way to solve "three agriculture" problems. Thereafter counter measures of fully utilizing the "green box" policy under WTO frameworks and adjusting our policy of supporting and protecting corn industry development are put forward.更多还原
