【Abstract】 Throughout the world, the unbalanced development of different nations and regions is in common.How to support the poor and weak and enhance exploiting effect through the government behavior or the policy in-dination, to help them get rich as soon as possible, and realize well - to - do life together, is the ideal goalchased by many countries. This article introduces the experience of developing countries such as India and Brazil,and developed countries such as America and Japan.
