【Abstract】 In the light of the philosophical idea of dialectical materialism and historical materialism, this paper begins with the implementation of The Civil Enforcement Programme for Moral Building. Then it expounds profoundly that we should establish not only the legal system but also the ideological moral system adapted to the socialist market economy.
