【摘要】 政府对产业资本的调控要通过产权结构多元化,引入市场竞争机制,提高现有资源使用和分配效率,放大有限国有资本的控制能力来管理。主管部门要以市场为导向,做到从办卫生走向管卫生,加速医疗机构的战略性调整,促进卫生产业的优化升级和提高卫生产业效益。产业发展必须服从行业发展,其目的并非是卫生资源增长,而是满足医疗服务需要。就医院经营管理而言,更应关注医疗消费的社会经济负担、公平性与资源利用效率,“以低廉的价格提供优质的服务”为改革目标,体现经营医疗服务的社会目标较其他行业更具有刚性。更多还原

【Abstract】 The government regulation on enterprise capital can be realized through resructuring property right,introducing competitive market mechanism,improving the efficiency of resource utilization and allocation and increasing the control and influence of limited state owned capital.Health a dministration department should orients toward market,switch their role from running hospital to regulating hospital,accelerate the re adjustment of medical institutions,improve and upgrade health enterprises and increase their efficiency.The development of health enterprise should comply with the development of health sector,so as to meet the health demand rather than only increasing health resources.As for hospital management,it should pay more attention to the social economic burden of medical expenses,its equity and efficiency of resources utilization.The reform should be targeted at providing more qualified service at lower price,emphasize more on the realization of objective of social benefit in health sector than in other sectors.更多还原
