【Abstract】 The article presents the policy problem,namely,the difficulties in the execution of health care security policy in rural areas at first.Then the author tries to account for the reasons,which canse the problem in the prospective of difficult policy agents.It argues that central government and local governments fail to provide sufficient recourses for this policy’s execution and farmers have no ability to support this policy.At last,the author suggests his own ideas on the execution of health care security policy in rural areas.更多还原
