【摘要】 生态建设保障的实质是政策需求动态与政策供给动态匹配一致,政策需求能及时得到有效满足;生态建设政策保障不力的原因和核心是政策需求与政策供给脱节,政策需求无法及时得到满足。因而建立强大的生态建设政策保障,必须深刻剖析政策需求规律、政策供给规律、政策供给—需求相互作用规律等。本文根据这个精神和思路,剖析生态建设政策供给一些深层次的问题和规律,例如政策的功能和作用、政策的价值和伦理的追求等,深化对政策作用规律的认识,提高政策供给的意识能力和制订水平。更多还原
