【Abstract】 The movement of public management, a popular theory and movement of government governance that developed and had wide-ranging effect after the 1970s, offers a new view over the reform of the government and the study of public administration. Nevertheless, its theory and practice criterion being built on rationalism, it has many defects worthy of critical reflection, among which are skewed understanding of human nature, excessive worship of market mechanism and improper consumer metaphor, etc. These deficiencies make the movement of public management only a perspective of the public administration study rather than a substitutive model.更多还原
