【摘要】 本文把政府职能转变界定为三个方面 :政府职能总量的调适变化、政府职能结构的调整和政府职能实现手段的变化。其后 ,把它们分解为政府与企业、政府与市场、政府与社会、经济政策工具和政府机构改革五个变量 ,探讨 2 0世纪 90年代以来中国政府职能转变的历史进程。最后 ,简短概括了转变职能中存在的问题。更多还原

【Abstract】 This article defines the shift of government functions as the changes in three aspects, namely, the quantitative change, the structural modification as well as the change of the realizing means of government functions. By dividing these three different aspects into five variables-government and enterprise; government and market; government and society; the tool of economic policy; and the government organization reform-this article probes into the historical process of the shift of Chinese government functions since 1990s and briefly outlines the existing problems in the course of the shift.更多还原
