【Abstract】 In these days of our country’s entering WTO , internationalizing steps are faster and faster. Should we make Anti-Monopoly Law as quickly as possible? By analyzing it is concluded that the problem of scale economy, which is main concern of many people, is not conflicted with the Anti-Monopoly Law at all. Scale economy is the necessary condition and the inevitable tendency of developing economy and enforing strength of one country; while Anti-Monopoly Law is an effective tool keeping monopoly with limits, which is resulted by scale economy.
