基于灰色系统理论的科技人才资源优化配置
The Optimal Allocation of Intellectual Resources Based on the Grey System Theory
【摘要】 在科技人才资源的灰色优化配置过程中 ,首先进行科技人才资源对人均国民生产总值的灰色关联分析 ;然后建立科技人才资源的灰色预测模型并进行检验和实际预测 ;最后把分析得出的各类科技人才对人均国民生产总值的灰色关联度作为确定其对社会、经济和科技发展的贡献率灰数的依据。首次提出灰常数这个概念 ,进而进行科技人才资源的灰色优化配置。实例表明 ,该方法可行。
【Abstract】 During the grey optimal allocation of intellectual resources, firstly the grey relational degrees of intellectual resources to per capita GDP are analyzed, then a grey prediction model of intellectual resources is built, tested and predicted practically. Secondly, the grey relational degrees of intellectuals in all trades to the per capita GDP are used as a basis to decide their contribution rate to the development of society,economy,science and technology. Lastly, the concept of grey constant is proposed for the first time, and the allocation of the intellectual resources is optimized. The practical calculation shows the method is feasible.\;
