【Abstract】 The application of MBO to public administration has some drawbacks, such as regarding MBO as catholicon, simplified assessing means, underestimating cost, and non-scientific assessing. Through the analysis, the authors put forward a series of improvements, such as transforming the sense of "MBO is omnipotent", establishing a target system with both quantification and non-quantification, setting up straticulate structure based on the idea of system theory and founding a management system with the characteristics of public administration.更多还原
