21世纪防洪减灾战略探讨
Analysis on the strategy of flood control and disaster prevention of China in 21st century
【摘要】 探讨了我国 2 1世纪防洪减灾工作可持续发展的战略思想 ,论述了在防洪减灾工作中应遵循的原则 ,并着重论述了非工程措施在防洪减灾工作中的作用和具体措施
【Abstract】 This paper analyzes the strategy of flood control and disaster prevention of china in 21st century, discusses the principles which should be followed in this strategy, and particularly illuminates the functions of several special non-project measures in controlling and preventing flood disasters.
