【摘要】 城市党的基层组织单位设置方式和以单位为重心上下垂直管理党员的模式 ,最早是适应党的地下斗争而建立起来的 ,在计划经济时代得到了强化 ,虽然曾经起到过整合中国社会的作用 ,但是造成的党政不分、以党代企、成本过高的弊端 ,影响了党的事业。随着社会主义市场经济体制的建立 ,我国社会结构发生了重大变化 ,党的基层组织单位设置方式和以单位为重心上下垂直管理党员的模式与经济组织之间的不协调越来越严重 ,要求党的基层组织设置方式和党员管理模式的创新。因此 ,必须实现党的基层组织设置方式和党员队伍管理模式的属地化 ,加强社区党的建设 ,巩固党的执政地位 ,推进党的现代化更多还原

【Abstract】 With the establishment of socialist market econo my,the great changes have taken place in social structure in China.The installation of communist par ty organization at the basic level and its management model become less and less coordinate with the economic organizations.This situation requires innovation o f installation of party organization and management of party members.Therefore,i t is necessary to localize party organization at basic level and management of p arty members,intensify the establishment of communist party in community,strengt hen the leading position of communist party,and carry forward the modernization of communist party.更多还原
