【Abstract】 In the process of implementing the responsibility system in improving the Party conduct and constructing a clean and honest administration, it is the leading system and working mechanism set by the Party Central Committee and the State Council "to tackle the issue under the unified leadership of the Party committee with the commission for discipline inspection doing the coordination work and with the participation of the broad masses".
