【Abstract】 The railway is regarded as an important department of material production and the main channel of commodities. The safety of transportation is the guarantee of the development of economy, society, science and technology. The level of transportation safety has direct connection with the credit of railways, economical benefits and the competence with other types of transportations especially during the development and perfecting process of socialist market economy.
