【摘要】 2003年3月,国家发展和改革委员会公布了国内民航票价改革方案。文章通过对民航价格改革历程的回顾,指出了民航票价改革方案的深层次意义,对改革方案中的几个关键问题进行了分析,并就方案实施提出了改进意见。认为政府部门应进一步深化价格管制改革,引入激励管制措施,强化社会性管制,保护和协调社会利益、消费者利益与企业利益。更多还原

【Abstract】 In March of 2003,China national committee of development and reform declared the reform scheme of the national air transport price.The author introduces the background of Air Transport Price Regulation, comments on the Reform Scheme and points out the deep meaning of the Scheme.Then the author analyses the key problems in practice,and discusses the regulatory reform of Chinese Civil Aviation.The Chinese Air Transport Industry should push forward the price system reform, bring incentive regulation and strengthen the social regulation,such as safety regulation and defense of customers’ and enterprises’ interests.更多还原
