【Abstract】 Grain is a special commodity with its economic nature, as well as with the character of public goods. In order to ensure the economic security of grain and assure the interests of grain producers,the state must implement the supportive and protective measures. The target for protection can neither go on"general-favored-type" support as before,go on indirect support. Instead, the state shall give direct regional support by carrying through the direct subsidies to the producers in main grain producing areas (or dominant grain producing zones).更多还原
