【摘要】 分析湖南省近2/3监测断面水质超Ⅲ类的水污染现状,指出造成水污染的主要原因是:工业废水和城镇生活污水大量排放,且达标排放率低,大量地、不适当地施用化肥和农药。应该采取如下水污染防治的对策:推进产业结构战略性调整与升级,大力推行工业清洁生产,加强重点行业环境管理与污染源治理;积极实施城市化战略,倡导绿色消费,加强城镇生活污水治理;调整、优化农业产业结构,加强水土流失的治理,积极研究、开发和推广面污染防治适用技术。更多还原

【Abstract】 By analysis of the serious water pollution in Hunan Province where the water quality of about two thirds of observed sections has not reached the grade III standard, it is pointed out that the large volume of under standard industrial and domestic wastewater discharge and wide utilization of pesticides and fertilizers are the main causes of serious pollution. Some countermeasures are discussed for pollution remediation, i.e. accelerating strategic adjustment and improvement of the industrial structure, promoting the clean industrial production, strengthening environment management and pollution source remediation in some key trades, actively implementing the urbanization strategy, advocating environment protection based consumption, strengthening urban and rural wastewater control, adjusting and optimizing the agricultural structure, strengthening the control of water and soil losses, and developing and popularizing practicable technologies for pollution remediation.更多还原
