【Abstract】 There are many patterns of operation in terms of such evaluation institution abroad, and those foreign institutions were established due to their unique historical reasons and in their unique contexts of national cultures .And they are not in keeping with the objective reality of the present stage in China. To set up truly objective, fair, scientific and effective higher education′ s evaluation institutions of an intermediary nature, it is imperative to straighten out the relations between these institutions, universities and collages, social public and institutions of the similar type. The evaluation institutions with the qualifications of legal persons, run by individual citizens and supported by the government can serve as a testable pattern of intermediary- nature evaluation institutions conforming to China′ s reality.更多还原
