【Abstract】 reforming state-owned capital manage system is an important way of effect model of seeking state-owned system and a great subject of deepening state-owned enterprise reform and swelling spark, controlling power and competitive power of state-owned economy as a whole, so it is a great task of deepening economic system reform for the future. the 16th report of the National Congress of the Communist Party of China summarized experience of state-owned capital manage system reform after opening and reform and advanced new reform thinking and movement .and this year state-owned capital manage committee of the state council has built. it need government and capital divided ,government and enterprise separated and will be achieved by building state-owned capital manage, operating, monitor mechanism.更多还原
