【Abstract】 It’s well - known that Shaanxi Province boosts its rich tourist resources but some regions are very underdeveloped, so the most important is to access the practical approach. By 2000, it has 50 national - level underdeveloped counties and 19 provincial - level ones with 5 million people in poverty, so the task is obviously hard; meanwhile, there are 4 national - level tourist resorts, 29 provincail -level ones, 12 nature reserves and 40 forest parks, half of which is located in the aforementioned areas. Thus, "to promote travel industry for enriching the local community" project has its easily seen location and resource advantages. Furthermore, travel industry is a very comprehensive one, its prosperity would lead and encourage the other industry concerned at both economical and socio - cultural aspects. Hu County is a good example of the project for its rich tourist resources and underdeveloped economy (partly due to its location in Qinling mountains), that’ s the reason of focus on it in this article and we hope we could provide some new ideas for the implementation of the project in Shaanxi.更多还原
