【Abstract】 Because the funds exsits time value,when to pay project have an offect on the cowner’s engineering budget and finance.In this paper,the evaluation of time elements about payment in bidding and project contract is additional one that is compulsory.According to the evaluation,the contractors are required to accept the term of construction payment time.The evaluation should be connected with the detailed list contents of project and makes the owner to compute out cash flow of bid and calculate out the payment’s current value.The accuracy of budget will be improved after comparing bidding to budget from the evaluation.The adoption of this strategy to proceed the marks would by all means encourages the bidders to postpone the non-critical works and lowers the project cost.更多还原
