【摘要】 目前农业经营中的短期化行为严重影响了农业经济的发展,短期化的根源在于农民对于土地产权制度变迁的不确定性预期。要根除这一短期行为,确立起农民长期经营的动机,就必须将土地产权制度以法律的形式固定下来,真正"制度化"。土地制度变迁的路径应该是既能保障土地的社会功能,又能提高农业经营的效率。以此为目标,本文提出了给予原承包户优先承包权,承包权自由流转以及土地调整年限固定的方案。更多还原
