【Abstract】 Starting from the Third Plenary Session of the E le venth Central Committee,the Chinese agriculture has been soundly developed after th e old system was kicked off by the overall rural economic reform. The background and dynamics of developing agriculture first in China was analyzed and the hypo theses of flow and migration of the rural surplus labor were put forward in con sidering special characteristics of Chinese agricultural and rural economy.
