【摘要】 当前,越来越多的国家致力于削减过剩的捕捞能力以养护和管理渔业资源,这也是国际渔业管理的普遍趋势。从以下几方面分析了我国实施渔船削减计划的必要性,即:我国的海洋渔业资源已严重衰退,捕捞能力过剩,可作业的海域面积缩小。并就如何实施该计划,提出了以下建议:(1)调整渔业产业结构;(2)严格执行控制捕捞强度的政策;(3)实施渔船报废制度和回购计划。更多还原

【Abstract】 Nowadays, more and more countries focus on reducing excessive fishing capacity in order to conserve and manage the fishery resources, and it is a common tendency of international fishery management. This paper analyses the necessity to enforce the scheme of reducing excessive fishing vessels in China as follows: the marine fisheries resources have been depleted; the fishing capacity is excessive and the fishing areas reduced. Based on the analysis, some suggestions are put forward on how to bring the plan into effect: 1. Adjusting the structure of fishery industry; 2. Enforcing the policy of restricting fishing intensity strictly; 3. Implementing fishing vessels de-commission and buy-back scheme.更多还原
