【Abstract】 The key to the Western Development lies in the reform of the developing mechanism of regional economy, which depends on the effective combination of government mechanism and market mechanism. On the basis of this, the government mechanism embodies a centralized reflection of the relation between the central government and local government, however, market mechanism focuses on the creation of micro-economic entity.
