【摘要】 20世纪 70年代以来 ,国际机制的研究逐渐兴起 ,其中有关机制有效性的研究是一个重点。西方学者的观点和见解各异 ,大体可分为两类 :一类是行为主义 ,一类是理性主义。行为主义研究从纯粹数理模型和技术性因素考虑 ,局限性很大。而理性主义从国际机制对国家行为的合作 -不合作方面考察 ,这种视角有其合理性 ,但针对专门领域问题则有欠准确。本文采用新的研究方式 ,以国家行为的趋同或趋异来考察机制有效性。这种研究视角把国际机制作为独立变量 ,将国际机制研究与国内政治联系起来 ,针对不同的专门领域灵活考察 ,具有实际的操作意义。更多还原

【Abstract】 Studies of international regimes have increased since the 1970s,among which the study of the effectiveness of institutions is an important topic.Western scholars hold different opinions about this subject.These can be basically divided into two groups:behaviorism and rationalism.Behaviorism is based on a pure mathematical and technical approach so it faces many limitations,whereas rationalism views the effectiveness of institutions from the perspective of whether state behavior is cooperative or non cooperative.This latter approach is reasonable to some extent,but in some special cases it is not accurate.This paper develops a new typology,convergence or divergence,to examine the effectiveness of institutions on member states’behaviors.This method takes the international institutions as independent variables.It connects the international institutions with domestic politics,thus allowing for flexibility in specific areas.Therefore,this typology is applicable to the real world.更多还原
