日本难民政策分析
An Analysis of Japanese Refugee Policy
【摘要】 在发达国家中日本是接收难民人数最少的国家 ,直至 2 0 0 2年发生“沈阳事件”后 ,日本才开始调整难民政策 ,但仍然不准备扩大难民接收。日本国内大约半数国民不愿意接收移民与难民 ,这反映了日本作为岛国的民族特征。由于日本今后将面临着日益严峻的人口老龄化问题 ,因此出现了改变接收移民与难民政策的可能性。日本为了履行发达国家的义务和考虑维持国内安定 ,将进入有关移民与难民问题决策的过渡期。
【Abstract】 Japan is the last country among the developed countries that welcomes the influx of refugees. After the incident at the Japanese consulate in Shenyang, the Japanese government began to adjust its policy on refugees, but it did not intend to accept more refugees. Due to their ethnic consciousness and insularity, about half of the Japanese people do not want to live together with refugees. On the other hand, as an increasingly ageing country, Japan is likely to change its immigration policies. In order to fulfill its obligations as a developed country and to maintain internal stability, Japan is now in a transitional period for dealing with the issues of immigrants and refugees.
