【摘要】 通信项目建设资金将逐渐从自筹向商业银行的信贷资金投资转变,这要求经济评价走上规范化的正轨。但目前国内一些通信企业的通信项目可行性研究报告往往重技术、轻经济,项目经济评价流于形式,最突出的问题是经济评价中关键参数的取值不具备可比性。因此提出如下改进建议:将通信建设项目进行进一步分类,略去国民经济评价部分,增加对申请立项单位的信用分析,并且使评估与评价分离。更多还原

【Abstract】 The construction capital of telecom project is changing from self-financing to credit capital investment from commercial bank,which requires that economical evaluation should be in the right path of standardization.However,the feasibility reports of telecom project of some do-mestic telecom enterprises often focus on tech-nology but ignore economy.Project economical evalua tion is formalistic.The major problem is in the un-comparability of the value of key pa-ram eters in economical evaluation.Therefore,the follow ing suggestions are put forward:to make fur ther classification of telecom construc-tion pro ject,ig nore the part of national economi-cal evalua tion,add the credit analysis of the ap-plicant and sep arate evaluation and estimation.<更多还原
