【Abstract】 The problems of unemployment, especially the structural unemployment in China becomes more serious at present on the condition that the total demand of national economy is not sufficient; in the meantime, the demand for the higher education is always high that it has never been met. Therefore, the paper proposes a new idea that an institutional innovation should be made to expand higher education greatly which makes contributions in easing the problem of the structural unemployment.更多还原
