【摘要】 广东省是国内外来劳动人口集聚最多的省份。广州市积极探索,在全省率先对外来人口实行IC智能卡管理。跟原来的纸质暂住证管理制度相比,IC卡管理是一次重大的制度创新,具有积极的进步意义:它实现了管理功能和管理形式上的创新。不可否认,广州市IC卡管理施行过程中也存在一些问题:如便民功能欠缺、适用范围有限、权益内容片面,需要在实践中不断完善。更多还原

【Abstract】 Guangdong Province is the province where lives the largest amount of population from other places . The government of Guangzhou city took the lead of implementing IC smart card management of the population from other places in the province , after the active studies . Compared with the former paper temporary residence permit management system, IC smart card is an innovation which has active progressive meanings: it has realized the innovation in management function and management formation . It can’t be denied that in the course of implementation of IC Smart Card there are some problems : such as the lack of function convenient for people , the limited application scope and the unilateral content of rights and benefits , which should be improved in practice .
