【Abstract】 It has important and practical meaning to discuss the issue of sovereignty and how to safeguard sovereignty at present moment when international law and principals of international relations are under serious challenges, nevertheless, we should not keep on arguing if sovereignty could be separated or transferred. We should discuss the issue from the point of practice but not concept, and be aware of the basic character of sovereignty is its independent self-determination.更多还原
