【摘要】 现代政治文明的根本标志是宪政 ,有效的宪法监督是宪政实施的要义之一和条件之一。我国现行的宪法监督体制 ,是在“议行合一”框架内 ,由全国人大及其常委会行使宪法监督权。中国共产党是中国的领导党和执政党 ,政治文明建设、宪政实施 ,都必须在党的领导下有序进行。目前 ,人大宪法监督与党的执政方式在理论观念、宪法规范、实际运作三个层面上存在着矛盾 ,正确认识和有效消解这些矛盾 ,是我国宪政建设的根本所在。更多还原

【Abstract】 Constitution is the essential symbol of modern politics,of which the effective constitutional supervision is one item and one precondition.The present constitutional supervision systemin China is that the State People’s Congress and her standing committee is to performthe authority of constitutional supervision within the scope of"the combination of legislative and executive powers".CPC is the leading and ruling party in China.The political civilization and constitutional execution must be constructed under the leadership of CPC.At present,contradictions between the constitutional supervision of People’s Congress and the ruling style of CPC exist in fields of theory,constitutional specification and its practice.Therefore,it is essential to understand and to eliminate these contradictions in carrying out the constitution.更多还原
