高校科技创新体系的内涵结构与建设思路

【摘要】 建立高校科技创新体系是应对知识经济挑战的战略选择,是构建国家科技创新体系的重要内容,是建设一流大学的根本要求。高校科技创新体系的内涵包括知识创新、技术创新、技术推广与传播、成果转化等,其结构由龙头体系、支撑体系和保障体系组成,其建设思路应围绕国家科技创新体系的构建规划与目标,以学科建设为龙头,以人才队伍、创新基地、科研任务等支撑体系建设为重点,不断完善保障体系,努力营造创新创业的良好环境。

【Abstract】 Establishing Scitech innovation system in institutions of higher education is a strategic choice to face the challenge brought about by knowledge economy and an indispensible part for the construction of national Scitech innovation system, and the essential requirement for the development of firstclass universities.The contents include knowledge innovation, Scitech innovation,Scitech popularization and achievement transformation. The system consists of leading subsystem,supportive system and guarantee system.The construction of the system should be in accordance with blueprint and objectives of the national Scitech innovation system,using discipline construction as the leading force, talent team,innovation base and projects as the supportive factors, contineously perfect and improve the guarantee system to secure a sound environment for Scitech innovation and industrialization.
