【摘要】 西部大开发 ,基础设施建设必须先行。实现投资渠道多元化 ,特别是吸引国内外民营资本进入基础设施领域 ,是加快西部地区基础设施建设的必由之路。发展项目 PPP融资模式是动员社会力量与私人资本参与基础设施建设的有效途径。 PPP融资是政府与私人在投资领域合作的一种实现形式 ,其核心内容是通过政府扶持给私人投资者以补偿。政府对 PPP项目的扶持有多种方式 ,相应所承担的风险也有很大的不同 ,这方面在国际上已经积累了一定的经验。在我国西部地区基础设施领域推广 PPP融资模式需要解决的主要问题是补充和完善现行的法律法规 ,拓宽融资渠道。更多还原

【Abstract】 Infrastructure construction in the west part of China should go ahead of great development. The realization of multi-channel of investment especially the introduction of internal and external private capital into the infrastructure field is the essential approach to speed up the infrastructure construction in west part of China. The development of project PPP financing pattern is the effective way to mobilize the social forces and private capital to participate in the infrastructure construction. PPP financing is a mode of realization of government and private cooperation in the field of investment and its key content is that the subsidy to private investors comes from government support. There are various forms of government support for PPP project and there is also great difference of appropriate risk among them. There has been a good deal of experience internationally. The problem that should be solved to spread PPP financing pattern in the west is to replenish and perfect the present law and rules and broaden the financing means.更多还原
