【摘要】 本文采用环境经济学的应急估价法 (CVM)对内蒙、宁夏两地牧户进行了调查 ,通过对相关调研资料的分析 ,针对目前存在的问题 ,对退牧还草的政策支持进行了系统的界定 ,并对政策支持所涉及的技术标准、补贴标准、补贴数量等进行了细化。政策支持的总体原则是 ,正确处理牧区生态建设、牧民生产和生活之间的关系 ,既要保证退牧还草政策的顺利实施 ,又能尽量减少因退牧还草给牧民带来的收入损失 ,进而推进中国西部牧区小康社会的全面建设更多还原

【Abstract】 The sustainable development of western pastoral in China is based on the protection and suitable fitness of grassland, therefore, the implementation of the policy of grazing forbidden is of greatly positive.
