【摘要】 从经济学角度分析论证了现行因特网国际互联结算规则的不合理性,指出发展中国家向发达国家支付沉重的国际互联结算成本,是抑制国际互联网在世界范围平衡发展的重要原因之一。它导致了"数字鸿沟"的加深,进一步拉大了发达国家与欠发达国家间的贫富差距,加剧了全球经济发展的不平衡。由此,提出了缩小"数字鸿沟"需要国际社会共同建立公平合理的因特网国际互联结算制度的建议。更多还原

【Abstract】 This paper,based on economic analysis and demonstration of the current unreasonable settlement of Internet interconnection,points out that one of the main reasons for the unbalanced development of Internet around the world is that heavy charges for Internet interconnection are paid by developing countries to developed countries, which intensifies"the digital divide",widens the gap between poor and rich countries, and aggravates the unbalanced development of global economy.Thus,the suggestion is put forward that a reasonable settlement system of Internet interconnection should be established by the international society to dwindle"the digital divide".更多还原
