【Abstract】 To realize the Party′s struggle objective proposed by the sixteenth national congress of the Chinese Communist Party, there must be an appropriate cadre team. However, a lot of abuses exist in our country′s cadre personnel system, which couldn′t meet the need of the construction of socialist modernization.
