This paper, start from actual or concrete evidence, analysed the actual contribution of the change on rural industry to the increment of farmer' s income, and explained why fast development of non - agricultural industry can' t replace the agriculture, and become a new source of increment of farmer' s income, from this, put forward that it must devote major efforts to developing the non - agricultural industry. Because only the non - agriculture was developed, could the agriculture be increased.
