【摘要】 中科院南京地理研究所教授、博导,德国科隆大学高访学者姚士谋,南京农业大学土地管理学院资深教授、博导王万茂等7名专家学者有感于一些地方违规设立开发区,大量非法占地的事实,给全国市、县国土资源局局长写了这封公开信,希望借助《国土资源》这个载体把他们的调查情况及建议传达给国 土资源的管理者们。姚士谋等学者在近两三年间,对珠三角、长三角,浙、闽、赣、皖等省,以及西欧、日本等进行了 考察,发现我国土地保护和管理的混乱已经到了危及中国经济社会可持续发展的地步。于是提笔写了这封公开信。信中对当前我国土地保护和管理中出现的违规设立开发区,非法占地,擅自改变土地用途,任意出台优惠政策;城市建设,贪大求洋,乱铺摊子等方面的问题进行了批评,提出了建议。学者们的 话,可能有“逆耳”的地方,但细细读来也并非无的放矢。本刊希望一切关心中国土地的领导者、学者、管理者,以至庶民百姓都来发表看法。认真地来思索这些问题,关心这些问题。保护资源,发展经济,把中国的事情办好,应是全民族共同的责任。更多还原

【Abstract】 In China, the coastal areas are more flourishing in economy, where cities and towns are densely distributed, population concentrated, industry developed, and the level of urbanization high. But at the same time there emerge many problems. The following is the major problems and our suggestions. First, the farmland in the coastal areas has been being sharply reduced in recent 20 years. The protection of farmland is one of the basic state policies of our country. All levels of various leaders should pay much attention on the problem of farmland sharply reducing, and take urgent measures to stop it. Second, development areas are excessively constructed in number and area recently, and the investment dense is too low, which have led to a large waste of land resources. So, we suggest that a unified plan and a unified distribution pattern of land and construction fund should be made after deeper investigation and adjustment on development areas to avoid blind investment. Third, in some cities and towns, there lack scientific, reasonable and relatively stable urban development programmes, which should be taken as a legal guide of urban development. Forth, with the rapid development of economy, the increase of urbanization level and urban population, the ecological environment in the coastal areas is getting worse, underground water over-mined, ground water heavily polluted, which has led to the increasing shortage of freshwater and has seriously hindered the regional and severely influenced the healthy life of local people.更多还原
