【Abstract】 Although higher vocational education has attribute of higher education, it is different from four-year college education on specialty offering and management. It offers, adjusts and improves specialty depending on national professional or industrial standard, regional economy development or industrial structure, regional education level or resource and national profession-title-system and so on.
